Football sport has existed for more than 140 years, its competition rules are based on the spirit of the rule of law. However, the conditions of inaccurate judgment often can not be satisfied by rivals, viewers, and game officials. Although there are protests against the subjective determination of judges, the protests are invalid. As far as 2010 South Africa World Cup is concerned, from group game to elimination game, there are many inaccurate judgments, the number of which is among the top of all previous World Cup football games, so it becomes an imperfect World Cup football game. The study aims at providing a set of monitoring system, it will be used as a tool in football games for judges to determine whether it is a goal or not, so as to reduce the probability of incorrect judgment and increase the perfection and fairness of judges’ determinations.
